French ISPs agree to 'cooperate' and 'crack down' on 'pirates':

"...The signatories also agreed to study music industry suggestions that Internet service providers offer "peer-to-peer filters" to users, allowing them to block their own � or their children's � access to file-sharing sites like Kazaa and eDonkey."

Bolding's mine, to highlight the fact that this agreement was a really bad move on the part of the ISPs and will almost surely result in contract failure. That's because the rights holders' incentive is simple: since they haven't built new business models to create (much less appropriate) wealth on the Net, they're better off always trying to stop traffic, since they lose nothing and possibly gain something. French ISPs will regret the headaches this causes them.
