Compulsory Licensing: ISP's should collect a Pigouvian tax from users of file-sharing software to compensate media industries for expected losses. Bad idea for everyone. Who distributes the tax revenues to artists? Guess who: the RIAA would end up doing it. That's just one of many, many problems
