Link. Innovation in the wrong direction. The F-22 has been built for an enemy that does not exist [USSR]. Ironically the challenges US foreign policy has faced in the last 10 years could have been mitigated if they hadn't ripped out their networks in Europe/SE Asia after the Cold War. Smaller armies of intervention, better technology, greater strategic partnerships, and most importantly reliable information networks could have gone a long way to avert the mess in Afghanistan post-1991, Kosovo, 9-11, Iraq 2k4.
