Since my TagCloud hasn't updated itself in months - I'm assuming TagCloud is dead?

Nah, I don't think it's dead for anyone else. I noticed your feeds aren't delivering titles any more - if Tagcloud is creating a db based on scanning your feed contents (and I'm pretty sure it is), that could have broken it.
